From Security Aid to Development Aid：Dilemma and Reform Path of China’s College Student Financial Aid System from the Perspective of Anti-poverty

2007年我国确立大学生资助制度的基本框架,在我国整体反贫困战略中发挥着重要的作用。然而,随着社会经济环境的变化和反贫困战略的调整,我国现行的大学生资助制度仍然面临着诸多发展困境,主要体现在资助理念、资助内容、资助对象、资助主体和资助效率等五个方面。从保障资助走向发展资助,既是大学生资助制度演进的必然要求,也是我国反贫困战略整体推进的目标选择。为此,我国大学生资助制度需要提升资助理念、完善资助内容、瞄准资助对象、健全资助主体以及优化资助效率,进而实现制度的可持续发展。

The basic framework’s establishment of college student aid system of China in 2007 plays an important role in China’s overall anti-poverty strategies. However,given the change of social and economic environment and the adjustment of anti-poverty strategies,the current college student aid system in China still faces many development dilemmas,which are mainly embodied in five aspects： funding idea,target population,funding object and aid efficiency.
