To promote energy saving, emission reduction, and sustainable development of high-speed trains, as well as achieve low-carbon operation of these trains. It is necessary to establish a fluctuating wind speed spectra model that can accurately describe the characteristics of the fluctuating wind speed field of the moving vehicle.
