电价交叉补贴具有严重的非效率性和非公平性,其准确计量和对社会福利的影响直接关系到用户的电价水平以及交叉补贴解决机制的设计。电价交叉补贴计量的关键在于基准价格的核定,传统的以成本为基础的计量方法虽然考虑了电力企业的收支平衡,但并不是福利最优的定价结果。沿着需求定价的角度出发,以社会福利最大化为目标,构建了电价交叉补贴的计量模型,模型以用户需求定价和需求函数构建为主要工作。结果表明:交叉补贴和社会福利与用户的自价格弹性、交叉价格弹性以及管制机构的福利权重系数有关。最后,本文通过实证模型准确地计量了各类用户的自价格弹性以及交叉价格弹性,测算了我国电价交叉补贴和...
