为了防范治理政府投资工程项目招投标纵向合谋行为,结合项目参与方、高校及其他监管单位的调查问卷分析,基于探索性因子分析法,运用SPSS软件,对政府投资工程项目招投标纵向合谋的成因进行了总结。通过数据的信度检验,再降维将15项成因划分成四个层面,利用因子均值筛选出招投标纵向合谋关键成因。研究结果表明,技术与环境层面成因较为关键,可从这两个方面提出约束合谋行为的建议与对策。

In order to analyze the vertical collusion of bidding in government investment pro-j ects,to prevent and control the vertical collusion of bidding behaviors,combined with the questionnaire investigation among bidding parties,colleges and universities and other insti-tutions at the bidding stage of the proj ect,based on exploratory factor analysis ,the causes of the vertical collusion of bidding in government investment proj ects have been summa-rized.By verifying the reliability of the data,and dividing the 15 causes into four levels through dimensionality reduction,and several key causes of v...
