The grounding designs of urban transmission steel pipe towers in densely populated areas rarely considers the step voltage and contact voltage indexes, which has potential safety hazard. This paper calculates the maximum allowable value of each safety index of tower grounding device under the condition of power frequency short circuit and lightning strike, and calculates the actual value of safety index of grounding device under typical design by grounding simulation software.
