In order to accurately assess the multi-temporal implementation of the River Chief System (RCS) policy, this study uses the Two-Stage Difference-in-Differences (DID2S) method to evaluates the influence of RCS on the water quality of Taihu Basin with the monthly data of the water quality class from 2007 to 2017.
