文章分析了建新蓄洪垸堤防加固工程在经济、社会、环境等方面的投资效益,据此建立了项目投资效益评价指标体系。并基于三角白化权函数的项目投资效益建立了灰色评价模型,根据专家对各评价指标的打分情况,对该项目的投资效益进行了评价,证明了该模型的实用性和科学性。
